The rice situation in South China is sufficiently disquieting

already and if supplies through Hongkong were cut off a famine

could hardly fail to result until arrangements could be made

to avoid shipment through Hongkong, Similar measures of

evasion would of course be adopted by Japan and the United

States of America, It will also be clear from the above

figures that the proposed restrictions must bring the Hongkong

rice trade to hopeless ruin.

(J) Suger.

The two local Refineries represent the British share

of the sugar trade of the Far East and from 80% to 90% of

their output goes to China where Japanese competition is very

keen. If, as is proposed, sugar is removed from Class C to

Class B., the Refineries must close and the trade be permanentă

~ lost.

(k) Cotton. Raw cotton is imported from North China and Indo-

China and re-exported to South China and Japan respectively.

Either traffic could be easily diverted particularly the

former. There are regular through sailings from Shanghai to

Canton.
